Dr. Bleddyn Bowen is a Lecturer in International Relations at the University of Leicester, and is an expert on space warfare, international relations in outer space, and strategic theory. Dr Bowen is the author of War in Space: Strategy, Spacepower, Geopolitics, published in 2020 by Edinburgh University Press. He speaks, presents, and briefs frequently to UK and international audiences on matters of space policy and security, including the No. 10 Downing Street Policy Unit, NATO, the European Space Agency, the Lawrence Livermore National Laboratory, the Royal College of Defence Studies, the Royal United Services Institute, the US Department of Defense, the UK Ministry of Defence, Foreign, Commonwealth, and Development Office, and the UK Parliament to name a few. He teaches on his research expertise both at the undergraduate and postgraduate levels and has recently launched a Continuing Professional Development Course in Space Security and Law at the University of Leicester. Before joining Leicester in January 2018, Dr Bowen was a Lecturer in Defence Studies at the Defence Studies Department, King’s College London, which is embedded at the Joint Services Command and Staff College, Shrivenham. Prior to that, he was a Teaching Fellow at the Department of International Politics, Aberystwyth University, where he also studied for his PhD.  In 2014, he was a Visiting Scholar at the Space Policy Institute in Washington, D.C.

Resumo: War in Space: Strategy, Spacepower, Geopolitics presents a theory of spacepower and considers the implications of space technology on strategy and international relations. The spectre of space warfare stalks the major powers as outer space increasingly defines geopolitical and military competition. As satellites have become essential for modern warfare, strategists are asking whether the next major war will begin or be decided in outer space. Only strategic theory can explore the decisiveness and effects of war in space on grand strategy and international relations. Dr Bowen applies the wisdom of military strategy to outer space and presents a compelling new vision of Earth’s orbit as a coastline, rather than an open ocean or an extension of airspace as many have assumed. Rooted in the classical military works of Clausewitz, Mahan and Castex, to name a few, Dr Bowen puts forward new principles for strategic thought about space that explain the pervasive and inescapable influence of spacepower on strategy and the changing military balance of the 21st century.

O Centro de Excelência Jean Monnet é um dos Programas Jean Monnet criados pela Comissão Europeia  e destinados a promover a valorização do ensino superior e a investigação científica de alto nível em matéria de integração europeia em qualquer parte do mundo.  Entre os Programas Jean Monnet ele é o mais exigente e, por isso, o mais difícil de ser obtido. É outorgado por concurso público de âmbito mundial. É atribuído a uma Universidade no seu conjunto, embora a candidatura possa ser apresentada por uma ou mais Faculdades ou por um ou mais Titulares de uma Cátedra Jean Monnet. Deste grau de exigência resulta que o Centro de Excelência só é concedido a Universidades de mérito já comprovado em matéria de integração europeia e que na respetiva candidatura demonstrem possuir capacidade e condições, designadamente a nível de meios humanos e científicos, para merecer essa distinção. Na sua atribuição é privilegiado o carácter pluridisciplinar do Centro.

O Centro de Excelência da Universidade de Coimbra foi-lhe concedido através de uma candidatura sob o tema geral PRONE – Peace Relations, Ontologies and Narratives in Europe: EU and its Eastern Neighbours, apresentada pela sua Faculdade de Economia e tendo como sua Coordenadora Académica a Professora Doutora Maria Raquel Freire, Professora Associada com Agregação da FEUC e Titular de uma Cátedra Jean Monnet. O Centro de Excelência irá envolver, ainda, Professores da Faculdade de Ciências e Tecnologia e da Faculdade de Letras da Universidade de Coimbra.
